I know this was working because I specifically spec'd the machine to do quicksync encodes, and have written a bunch of scripts to perform them with ffmpeg. I wasn't aware of the driver model change until post-update when it broke my - just an i3-7100, Kaby Lake based. I'll see if I can test that, but I don't know if any of my other Windows machines are on 1809 yet, besides the one I have on Insider fast ring, but that guy has a standalone card so I believe the onboard is currently disabled well, my problem is, it already installed the update. It might not be a problem across all the CPUs. I'm not alone there, there are messages in Intel's forums about it not functioning one thing I'm not sure of, if it's a thing where quicksync is just not functioning under DCH for some of the processors. It doesn't appear to expose QuickSync functionality properly, at least for me. There are messages in Intel's forums from December calling out this issue, and, at least for my Dell that I run Plex on, Dell doesn't even have functional drivers for 1809 (the one Windows told me is unusable is the most current Dell one). So, as far as I can tell, if you end up on 1809, you will lose Quicksync until Microsoft or Intel(probably Intel) fix something somewhere. But you can't use older drivers on 1809 that did work. So problem: Intel DCH drivers that 1809 use are broken for Quicksync. A few minutes of googling later and I learn Microsoft has changed the driver model and started enforcing in apparently in 1809. I eventually realized that they didn't think I had Quicksync hardware available, so I checked the device manager, at which point I saw Windows was marking my driver as having and refused to use it(throwing code 43 in the message). Suddenly the Quicksync transcoding stuff I was working on started throwing weird errors. I rebooted my Plex server tonight and apparently 1809 got pushed down to it sometime and I wasn't aware. If you use, or depend on Quicksync, it may be in your interests to do your very best to keep Windows from updating to 1809.
